The "Regulations on the Administration of Cosmetics Registration and Filing," which came into effect on May 1, 2021, require: 1. The renewal of special cosmetics registration certificates will be subject to a commitment-based approval system. The accepting agency will conduct a formal review of the application materials within five working days of receiving the renewal application. If the application meets the requirements, it will be accepted and a new registration certificate will be issued to the applicant within ten working days of acceptance. 2. The NMPA will oversee the application materials and commitments for special cosmetics whose registrations have been renewed. If, through supervisory inspection or technical review, any non-compliance with mandatory national standards or technical specifications is discovered, the special cosmetics registration certificate will be revoked in accordance with the law. After completing the renewal and obtaining the new registration certificate, some individuals may overlook the NMPA's subsequent supervisory inspection or technical review. However, if a review opinion is issued and supplementary submissions are not submitted within the specified timeframe, the special cosmetics registration certificate will be revoked. Recently, we have observed that the NMPA has begun technical reviews of renewed products, issuing review opinions for those that do not meet the requirements. Common technical review opinions for renewals are as follows:

1. Phase separation of raw materials in production process:

2. Failure to upload a summary of the basis for the relevant product efficacy claims

3. Failure to supplement relevant testing items in accordance with the Announcement of the State Food and Drug Administration on the Issuance and Implementation of the "Specifications for Cosmetic Registration and Filing Inspection" (No. 72 of 2019).

◆ After the renewal of a special cosmetics registration certificate is completed, the process will begin with a technical review. Since there is no fixed timeframe for this review, companies should monitor their product progress. If a review opinion is raised, additional documentation must be submitted within 90 working days; otherwise, the special cosmetics registration certificate will be revoked in accordance with the law.
