Pilot work will be carried out for personalized cosmetics services


Drug Administrations of Beijing, Tianjin, Hebei, Heilongjiang, Shanghai, Zhejiang, Shandong, Henan, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Yunnan, and Shaanxi Provinces (autonomous regions and municipalities)

To further deepen the reform of cosmetics supervision, meet consumers' personalized and diversified demands for cosmetics, explore feasible models and effective regulatory measures for personalized cosmetics services, and promote the high-quality development of the cosmetics industry, the National Medical Products Administration has decided to launch the second phase of the pilot program for personalized cosmetics services in selected regions based on the summary of the previous pilot work. The relevant matters are hereby notified as follows:

1.Starting October 1, 2025, participating cosmetics registrants or domestic responsible persons authorized by overseas registrants may independently provide on-site, simple blending and repackaging services for two or more registered common cosmetics in small batches, based on the personalized needs of consumers, at their established specialty stores, directly-operated stores, and other business locations. The pilot program will last for two years.   

2.The personalized service pilot program should adhere to the principles of "demand-driven, safe and controllable, and standardized and orderly," and comply with the "Requirements for the Cosmetics Personalized Service Pilot Program" (see Appendix). Provincial drug regulatory authorities participating in the pilot program should formulate a pilot implementation plan based on the specific circumstances of their respective administrative regions, strictly control the pilot program's scale, and adhere to the principle of "selecting the best from the best." Cosmetics registrants or domestic responsible persons with good social credit, a sound quality management system, and sufficient work experience and technical reserves should participate in the pilot program.

3.Cosmetics registrants or domestic responsible persons participating in the pilot program should incorporate the business locations providing personalized services into the cosmetics registrant's quality management system and establish a management system to ensure the quality and safety of personalized service products. The use of intelligent equipment and technologies to provide personalized services to consumers is encouraged.

4.participating provincial drug regulatory authorities are encouraged to actively explore innovative personalized service pilot models, establish a comprehensive supervision system for personalized services, effectively prevent quality and safety risks, and promptly research and resolve any difficulties encountered during the pilot. Major issues must be promptly reported to the National Medical Products Administration. 

 5.The National Medical Products Administration will strengthen guidance and supervision of the pilot work, establish a communication and exchange mechanism for the pilot work, and adjust the scope of the pilot work in a timely manner according to the progress of the pilot work; if any problems are found, the provincial drug supervision and administration departments participating in the pilot should be required to make timely rectifications, and the pilot work will be stopped if the rectification is not made as required.
