Washington became the 12th state in the United States to ban the sale of animal tested cosmetics

On March 15, 2024, the Governor of Washington signed HB 1097 into law, prohibiting the sale and use of cosmetics developed or manufactured through animal testing in the state. The legislation will take effect on January 1, 2025, and violators will face a maximum fine of $5000 per violation.

● Exceptions to prohibitions

1. The new law includes provisions that allow exemptions in certain circumstances. Cosmetics or ingredients that have undergone or will undergo animal testing before January 1, 2025, are exempt from sales bans as long as no new animal testing is conducted after that date, even if they are produced on or after January 1, 2025;

2. Animal testing is conducted for cosmetic ingredients that are not intended for cosmetic purposes and is required by federal, state, or foreign regulatory agencies;

3.Federal or state regulatory agencies require animal testing, and there are no non animal alternative methods accepted by federal or state regulatory agencies;

4.This ingredient is related to specific human health issues and there is research evidence to prove that animal testing is necessary;

5.The ingredients tested by animals have been widely used and there are no substitutes.
