Announcement of the National Medical Products Administration on Several Measures for Optimizing the Management of Cosmetic Safety Assessment (No. 50 of 2024)

In order to further optimize the management of cosmetic safety assessment and orderly promote the implementation of the cosmetic safety assessment system, in accordance with the Cosmetic Supervision and Administration Regulations, the Cosmetic Registration and Filing Management Measures, and the Technical Guidelines for Cosmetic Safety Assessment

According to relevant regulations such as the "Guidelines" (2021 Edition), the National Medical Products Administration has formulated the "Several Measures for Optimizing the Management of Cosmetic Safety Assessment", which is now released and will come into effect on May 1, 2024. Announcement on Relevant Matters

As follows:

1、Classify and manage the safety assessment data of cosmetics, allowing some ordinary cosmetics that meet the conditions to submit basic safety assessment conclusions. The safety assessment report is archived by the cosmetics enterprise for future reference.

2、Considering that cosmetics research and development requires a certain period of time, in order to avoid duplicate investment of enterprise research and development resources, cosmetics registrants and filers can still submit simplified safety assessment reports that meet the requirements of the Guidelines when applying for registration or filing before May 1, 2025.
