In order to guide the cosmetics industry to improve its ability and level of cosmetic safety assessment, standardize the implementation of cosmetic safety assessment work, and promote the orderly implementation of the cosmetic safety assessment system, in accordance with relevant regulations and normative documents such as the Regulations on the Supervision and Administration of Cosmetics, the Technical Guidelines for Cosmetic Safety Assessment (2021 Edition), and the Measures for Optimizing the Management of Cosmetic Safety Assessment, the Chinese People's Procuratorate has formulated the Technical Guidelines for the Application of Toxicological Threshold of Concern (TTC) Methods, the Technical Guidelines for the Application of Cross Reference (Read cross) Methods, and the Guidelines for the Use of Cosmetic Raw Material Data (see attachment for details), which are hereby released.

Notice of the Chinese People's Procuratorate on Issuing Two Technical Guiding Principles, including the Guidelines for Submitting Cosmetic Safety Assessment Materials

In order to guide the cosmetics industry to improve its ability and level of cosmetic safety assessment, promote the orderly implementation of the cosmetic safety assessment system, and in accordance with relevant regulations such as the "Regulations on the Supervision and Administration of Cosmetics" and the "Measures for the Registration and Filing Management of Cosmetics", as well as the "Announcement of the National Medical Products Administration on the Issuance of Several Measures for the Management of Optimized Cosmetic Safety Assessment" (No. 50 of 2024), the Chinese People's Procuratorate has formulated the "Guidelines for the Submission of Cosmetic Safety Assessment Materials" and the "Technical Guidelines for the Identification and Assessment of Cosmetic Risk Substances" (see attachment for details).
