In order to further guide the cosmetics production enterprises in our city to implement their main responsibility for cosmetics quality and safety, urge them to operate with integrity in accordance with the law, ensure the continuous and effective operation of their production quality management system, and ensure the quality and safety of cosmetics, in accordance with the requirements of the cosmetics supervision work of the Provincial Medical Products Administration, our bureau has organized a self-examination of the cosmetics production quality management system in 2025. The relevant requirements are hereby notified as follows:

One、Self inspection time

From June 6th, 2025 to July 31st, 2025.

Two、Self inspection object

Guangzhou cosmetics manufacturing enterprise.

Three、Key points of self inspection

（1） Key self inspection of whether the production quality management system of enterprises continues to operate effectively, especially for children's cosmetics and special cosmetics production enterprises. 

（2） According to the "Inspection Points and Judgment Principles for Quality Management Standards of Cosmetics Production", conduct self inspection on key projects, especially critical projects, to check whether there are quality and safety risks, whether cosmetics containing plastic microbeads are produced, whether there are excessive packaging, "one size fits all" problems, and whether the product packaging labels are standardized.

Four、Related requirements

1、 Cosmetics production enterprises should enhance their awareness of compliance in production and operation, strictly abide by laws and regulations such as the "Regulations on the Supervision and Administration of Cosmetics" and the "Measures for the Administration of Cosmetics Production and Operation", establish and maintain a continuous and effective quality management system for cosmetics production, and organize production according to registered product formulas and production processes. If any illegal or irregular behavior is found during self-examination, it shall be immediately stopped and rectified. 

2、 Each cosmetics production enterprise shall complete self inspection before July 31, 2025. Enterprises enter the official website of Guangzhou Market Supervision Administration（ http://scjgj.gz.gov.cn/index.html ）Open "Government Services - Office Services - Enterprise Reporting and Service Zone - Enterprise Self Inspection", select "Legal Person Login", scan the QR code on WeChat to log in through the Guangdong Province Unified Identity Authentication Platform, and fill in the required information. Please refer to the attachment for specific steps. 

3、 Please have the Market Supervision and Administration Bureau of each district conduct supervision and guidance in accordance with the law. Any illegal addition or other illegal production of cosmetics should be promptly dealt with in accordance with the law.
