In order to implement the relevant provisions of the Regulations on the Supervision and Administration of Cosmetics, the Measures for the Supervision and Administration of Toothpaste, and the Announcement of the State Food and Drug Administration on Implementing the Regulations on Toothpaste Supervision and Simplifying the Requirements for Filing Materials of Listed Toothpaste (No. 124 of 2023), and in accordance with the unified deployment requirements of the integrated construction of the Toothpaste Filing Information Management Platform of the State Food and Drug Administration, it is necessary to migrate the data of the domestically produced toothpaste filing information management platform in our province to the Toothpaste Filing Information Management Platform of the State Food and Drug Administration. The relevant matters are hereby announced as follows: 

1、 Starting from June 16, 2025, toothpaste record holders or domestic responsible persons registered within the administrative area of Guangdong Province shall register as enterprise users and manage enterprise information materials by logging into the online service hall of the National Medical Products Administration, and submit the first record materials. Platform login address: https://zwfw.nmpa.gov.cn For detailed usage, please refer to the "User Manual for Cosmetics Registration and Filing Information Service Platform - User Registration and Enterprise Information Data Management" (see Attachment 1). 

2、 Starting from 24:00 on June 15, 2025, the Guangdong Province Domestic Toothpaste Filing Information Management Platform will no longer accept initial filing submissions for domestic toothpaste. Before June 16, 2025, if the toothpaste filing person or domestic responsible person has submitted toothpaste filing materials on the Guangdong Province Domestic Toothpaste Filing Information Management Platform, the filing management department will continue to verify the filing materials in accordance with regulations. After confirmation, they will be published. 

3、 Except for toothpaste products that only claim to have cleaning effects, for toothpaste products that have been simplified for filing, the toothpaste filing person or domestic responsible person shall upload and publish a summary of the basis for product efficacy claims through the Guangdong Province Domestic Toothpaste Filing Information Management Platform before December 1, 2025. 

4、 For the first batch of toothpaste products that have been simplified and filed for sale between January 1, 2021 and December 1, 2023, the toothpaste filing person or domestic responsible person shall supplement and submit complete filing materials through the Guangdong Province Domestic Toothpaste Filing Information Management Platform before December 1, 2025.

5、 During the supervision and inspection process after filing, if the filing management department finds that the filing information on the Guangdong Province Domestic Toothpaste Filing Information Management Platform does not meet the requirements, it shall be handled in accordance with the relevant provisions of the "Regulations on the Supervision and Administration of Cosmetics".
